Additional Chief Judicial Magistrate Ashwani Panwar of the Rouse Avenue Courts passed the order on 3 October 2026 while considering a complaint filed by Ram Niwas Sharma. The police have been directed to submit their report by 15 October, when the matter is listed next.

According to the complaint, she also connected the reference to the gathering being at the doorstep of the shrine identified as Marghat Wale Baba.

Sharma contends that the remarks were made at a public government programme and heard by officials, attendees and members of the public. On that basis, he seeks registration of an FIR. These are the complainant’s assertions.

A PTI report published on the day of the event presented a different emphasis. It described Gupta thanking senior Delhi government and DTC officials and referring to them as the Hanuman of Delhi’s development.
